Many quests are inappropriate for the start of a new round, so there are less quest items to find. This is the reason for restricting the ports that ships can sail to. By lowering the number of ports, quest items can be concentrated on the active ports. As the round progresses, more quest items are released and more ports are opened.
At the start of a round there are also a large number of pirates exploring the same area as you. There are a limited number of crates in each port to find, so moving out of the starting ports to a less popular port can help you find more items. | |
